Which your Capital Region truck needs and what each checks.","Two inspections, two sets of rules, and a lot of trucks in the Capital Region that have one and need both. Here is how to tell which applies to your vehicles and how to keep both current without losing a day.","Fleet","Fogg’s Automotive Fleet & Service Center","2026-06-16T08:00:00-04:00",8,[77,65,78,79,80],"dot-inspection","commercial-van-truck-service","diesel-repair","fleet",[82,83,84,85,86,87,88,89,90,91,92,93,94,95,96,97,98,99,100,101,102,103,104],"A contractor in Rotterdam called the fleet desk last spring with a reasonable question. His F-350 had a current New York State sticker. A roadside officer had just written him up for no annual inspection. How could both be true? The answer is that the sticker on his windshield and the inspection the officer wanted are two different programs, run by two different governments, with two different sets of rules. A lot of trucks in the Capital Region fall under both. Here is how to tell which applies to yours.","## The New York State inspection","The state inspection is the one everybody knows. Every vehicle registered in New York must pass a safety inspection every twelve months at a licensed station, and most gasoline vehicles under 8,501 pounds also get an OBD-II emissions check at the same time. In Schenectady County the fee is $21. The result is the sticker in the windshield. It is tied to the vehicle’s registration, not to how the vehicle is used: a plumber’s van and a retiree’s sedan get the same inspection.","Heavier vehicles follow their own state schedule. Trucks registered over 18,000 pounds gross vehicle weight are inspected under New York’s heavy-vehicle program with its own checklist and fee. If your fleet includes something that size, ask us which program applies before you book.","## The federal DOT annual inspection","The federal inspection comes from the Federal Motor Carrier Safety Administration, and it is tied to how the vehicle is used rather than where it is registered. If a vehicle is a commercial motor vehicle operating in interstate commerce — carrying property or passengers across a state line, or as part of a trip that does — and it has a gross vehicle weight rating or a gross combination weight rating of 10,001 pounds or more, it must be inspected at least once every twelve months by a qualified inspector against the federal checklist in Appendix A of Part 396.","That 10,001-pound threshold catches far more vehicles than people expect. A three-quarter-ton pickup pulling an equipment trailer is usually over it on combined rating. A one-ton cutaway box truck is over it on its own. A Transit 350 loaded with HVAC equipment can be. The vehicle does not have to look like a truck to be one under the rule.","The federal inspection does not come with a windshield sticker from the state. It produces an inspection report, and the vehicle carries proof — a decal or a copy of the report — that an officer can ask for at the roadside or at a weigh station on the Thruway. Records must be kept for fourteen months. Carriers also need a driver vehicle inspection report process and a maintenance file for each unit; the annual inspection is one part of that system, not the whole thing.","## What each inspection checks","The two overlap heavily — brakes, steering, suspension, tires, wheels, lights, windshield, wipers, exhaust and fuel systems, frame — but the federal checklist goes deeper on the things that matter at commercial weight. It specifies brake lining thickness, pushrod travel on air brakes, tire tread depth of 4\u002F32″ on steer axles rather than the state’s 2\u002F32″, coupling devices and fifth wheels, emergency equipment and cargo securement. A truck can pass the state inspection and fail the federal one on steer-tire tread alone.","## Does the state sticker count?","Sometimes. The FMCSA recognizes certain state inspection programs as equivalent to the federal annual inspection for vehicles that go through them, and New York’s program is among those recognized for the vehicle classes it covers. The practical trouble is that the standard $21 passenger-vehicle inspection on a light truck under 18,000 pounds was not designed around the federal checklist, and an officer at a roadside stop wants to see federal documentation. Our advice to Capital Region fleets that cross state lines — to Vermont, Massachusetts, Pennsylvania, New Jersey — is simple: carry both. The cost of a second inspection is small; the cost of an out-of-service order on I-90 is not.","## Intrastate-only fleets","If your vehicles never leave New York, the federal rule does not apply directly, but New York adopts most of the federal safety regulations for intrastate commercial vehicles above the same weight thresholds, with some exceptions. A Capital Region landscaper whose trucks stay between Saratoga and Albany is still a commercial carrier in the eyes of the state police truck enforcement units that work I-890 and Route 7. Treat the federal checklist as the standard regardless.","## Which does your truck need? A quick guide","- **Any vehicle registered in New York:** the annual NYS inspection. No exceptions.","- **A work vehicle under 10,001 pounds GVWR that never tows:** the NYS inspection only.","- **A pickup or van that tows a trailer and the combined rating is 10,001 pounds or more:** NYS inspection plus the federal annual inspection if you cross state lines; the federal checklist as the standard either way.","- **Cutaway, box truck, or anything with a GVWR of 10,001 pounds or more:** both.","- **Trucks over 18,000 pounds registered weight:** the state heavy-vehicle inspection plus the federal annual.","## Keeping both current without losing a day","We schedule them together. A fleet unit comes in once, gets the $21 state inspection and the federal annual inspection on the same lift, and leaves with the sticker, the report and the decal. For fleets of three or more we batch units in a morning with early drop-off. Diesel units — Power Stroke, Duramax, Cummins, Isuzu — get their emissions equipment visually checked under the state program; Schenectady County is not in the downstate diesel emissions program, so there is no separate diesel test here.","Fogg’s performs DOT annual inspections and New York State inspections at 642 Saratoga Road in Scotia, Monday through Friday 7:30 to 6.
