Here is what the New York State inspection actually checks, why the OBD-II part catches people off guard, and the failures we see most on Capital Region vehicles.","NYS Inspection","Fogg’s Automotive Fleet & Service Center","2026-02-10T08:00:00-05:00",7,[64,76,77,78,79],"check-engine-light","brake-repair","exhaust-repair","tires-wheels",[81,82,83,84,85,86,87,88,89,90,91,92,93,94,95,96,97,98,99,100],"Every vehicle registered in New York has to pass a safety inspection once a year, and most of them have to pass an emissions test at the same time. The sticker lasts twelve months. The state sets the fee: in Schenectady County it is $21 for most passenger vehicles — $10 for the safety portion and $11 for the OBD-II emissions check. New stickers are printed on demand with a QR code, which is why yours no longer looks like the one from 2015.","That is the simple part. The part that fills our phone lines every month is what happens when a vehicle fails, because the reasons are rarely the ones people expect. Here is how the inspection works, and what actually fails on Capital Region vehicles at our station on Route 50 in Scotia.","## The safety inspection","The safety portion is a checklist, not a judgment call. The inspector checks brakes (including a look at lines and hoses), steering and suspension components, tires for tread depth and damage, every exterior light, the horn, mirrors, wipers, the windshield for cracks in the driver’s view, seat belts, and the fuel and exhaust systems for leaks. The inspector also looks for frame and body corrosion that compromises the structure — and in a region that puts brine on the roads from November to April, that item matters more than people realize.","A failure on any one item is a failure of the inspection. There is no partial pass. You get a written list of what failed, you have it repaired, and the vehicle is re-inspected.","## The emissions inspection","For gasoline vehicles from model year 1996 on with a gross weight under 8,501 pounds, the emissions test is not a tailpipe sniff. It is an OBD-II check: the station connects to the port under your dash and asks the engine computer two things. Is the malfunction indicator — the check engine light — commanded on? And have the car’s own self-tests, the readiness monitors, completed?","A lit check engine light is an automatic failure. It does not matter that the car runs fine or that the fault is a loose gas cap. A code that was cleared the night before is also a problem, because clearing codes resets the readiness monitors, and New York allows only a limited number of monitors to read “not ready” — two on 1996–2000 vehicles, one on 2001 and newer. The monitors reset only by driving: cold starts, steady highway miles on I-890 or the Northway, varied city stops. Fix the fault first, then drive normally for several days, then inspect.","Diesel vehicles over 8,500 pounds are handled differently. The separate diesel emissions inspection applies only in the downstate metro counties; Schenectady County is not one of them, so a Power Stroke or Duramax pickup here gets the safety inspection and a visual check of emissions equipment.","## The five failures we see most","- **Check engine light.** The number-one emissions failure by a wide margin. The most common codes behind it on Capital Region vehicles are evaporative leaks (P0455, often a cap or a cracked hose after a cold snap), catalyst efficiency (P0420) and misfires (P0300). Diagnosis runs $89–$149 at our shop and is applied to the repair.","- **Brake lines and frame rust.** Steel brake lines rust from the outside under salt and brine, and the inspector will fail a line that is pitted or weeping. Vehicles that spend winters on Route 5 and Route 7 see this at eight to twelve years old. Rusted-through rocker panels and frame sections also fail.","- **Tires.** Anything under 2\u002F32″ of tread fails, as do cords showing, sidewall damage or a visible bulge. Mismatched sizes on the same axle also fail.","- **Lights.** A burned-out brake light or license plate bulb is the cheapest failure there is and one of the most frequent. We check every bulb before we start the paperwork so a $4 bulb does not become a re-inspection.","- **Windshield and wipers.** A crack in the area the wipers sweep on the driver’s side fails. Blades that streak or are torn fail. Winter is hard on both.","## What a failure costs you","The fee is still $21 — you do not pay the state twice for a re-inspection at the same station within the allowed window. The cost is the repair and the time. For a fleet, the time is the whole story: a van with a failed sticker is a van that cannot legally run its route. That is why we encourage fleet accounts to schedule inspections a month before expiration, batched three or more at a time, so a failure becomes a scheduled repair instead of a scramble.","## How to pass the first time","Walk around the vehicle with the ignition on and check every light. Look at the windshield from the driver’s seat. Check that the check engine light goes out after startup. If it does not, get it diagnosed before the inspection, not during — and do not just clear it. If your vehicle is more than eight winters old, ask for the brake lines to be looked at during an oil change; we do it with the vehicle on the lift anyway.","Fogg’s is a licensed New York State inspection station at 642 Saratoga Road in Scotia, ten minutes from downtown Schenectady across the Western Gateway Bridge.
